Why is it that Thursday's planned showing of Schindler's List was cancelled? I'll tell you why- it's not because the administration couldn't find enough substitutes.
It's Bureaucratic Planning.
Y'see, the Bureaucrat's couldn't come up with the simple plan that one anonymous Junior had. This student figured that if you took all the teachers with all-Junior classes (or at least classes where 1-3 kids weren't Juniors) in 1st Period and sent them down to supervise in the Auditorium for 1st Period, you'd have 40+ minutes covered. If you did that for 2nd, 3rd, 4th, and 5th Period, guess what? No need for Substitutes!!
The Bureaucrats that run this institution in all their infinite wisdom could evidently not come up with that- or they didn't want to do a little leg-work and find out which teachers had predominately Junior classes.
I guess that shows just how much better than us they are, neh?
